Please explain in the area below why an STA is necessary:
This request for special temporary authority (STA) is related to a STA request (FCC File No. 1063-EX-ST-2018) filed by Near Space Launch, Inc. (NSL), which will be operating the ThinSat-1 CubeSat mission. In its request, NSL sought authority to operate the EyeStar-S3 L-band transmitter (uses FCC-approved licensed Globalstar STX-3 transmitter module, FCCID L2V-STX3) on the CubeSat while in low-earth orbit. The module will transmit data collected by sensors on board the CubeSat to the mission operations center by means of the Globalstar system constellation and associated ground infrastructure. In this STA request, Globalstar seeks authority, in connection with this experiment, to receive transmissions from the licensed Globalstar duplex module and relay the data to the CubeSat mission operations center. Globalstar already provides licensed service to ground-based transceivers. The only difference between this request and Globalstars licensed operations is that the Globalstar constellation will be receiving transmissions from the CubeSat, a space station, rather than the usual earth terminal. Globalstar's License does not cover space-to-space operation. This request will result in no possibility for increased interference. This involves absolutely no changes to the Globalstar system; all Globalstar operations are exactly the same as if the CubeSat transmitter was being operated from the ground. This CubeSat mission is anticipated to have an operational lifetime of 30 days. Globalstar has been advised that NSL will notify the FCC of the dates of actual operation, once those have been established.
