Please explain in the area below why an STA is necessary:

An STA is necessary to secure a test frequency for use in the development of a new communications product for our local fire department. We manufacture speakers, headsets, and other ancillaries and we need to test our products on radios. We do not want to test on a frequency currently in use by local public safety.
