Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
GAI is developing a new 3D cloud-to-cloud lightning sensor for use by Kennedy Space Center, NOAA and MIT: we need to simulate VHF signals from cloud-based lightning discharge events. A GPS-synchronized test signal generator is essential for field validation of the sensor and antenna sensitivity and event location accuracy prior to client release. This test pulser will provide RF signals for the 5 LDAR sensors being installed at university and research centers in Tucson, AZ. The new LDAR-II sensor network is intended to provide advance warning of both lightning strikes and severe weather to US Govt\military facilities and large commercial airport operators. GAI has 25 years experience with providing lightning warning and analysis sensors and data networks to US and International government agencies: please see www.glatmos.com for full details.

Special Temporary Authority application - Initial values - Purpose of Operation
Please explain the purpose of operation:
The test pulser has a rated pulsed signal power capacity of up to 200W, but will typically operate at 10W. An avalanche transistor pulser will provide precise signal timing for a pulsed length of 0.25 microseconds at a repetition rate of 10Hz or less in the 66Mz region [channel 3]. The pulser antenna is a vertical dipole to reduce upward radiation. Typical test periods will be one hour or less for a few days a month. GAI plans to prevent any channel 3 interference by: - use of notch filters. - use of high-resolution TV monitor at pulser site to display channel 3 commercial signal for any evidence of interference. - limiting test periods to the hours before and after midnight. This pulser is intended as a temporary test installation
