Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:

This request for a Special Temporary Authorization (STA) is submitted in accordance with CFR 47, Part 5.61. The purpose of this STA is to perform Low Level Swept Coupling (LLSC) testing (which requires swept intentional transmission directed towards an aircraft) on a General aviation category aircraft, for the purpose of aircraft threat development in the presence of High Intensity Radiated Fields (HIRF). The threat development determines the required equipment bench test levels. This test is required to satisfy the HIRF certification directives found in exhibit 2. Further details on the specifics of the test can be found in the Exhibit 1 letter. A general equipment list, frequency list and stop buzzer contacts can be found in Exhibits 3, 4, & 5 respectively. Please note that Frequencies reserved for emergency services or local aircraft control will be omitted from the test.
