Please explain in the area below why an STA is necessary:
I am an Undergraduate Research Student and working with the Mobile, Pervasive, and Autonomous Communication Technologies (MPACT) group at Florida International University (FIU). We are planning to conduct experimentation on LTE communication around in the 3.5 GHz band. The purpose of the research project is to be able to test a private LTE base station network for disaster relief purposes and scenarios. We will be testing an LTE network consisting of 3 USRP (universal software radio peripherals). One will be attached to the drone and acting as the LTE base station and the other two will be acting as UE (user equipment) that will be communicating to each other over the created LTE network. The experiments are scheduled to use Band 3.55 - 3.60 GHz. The Emission Designator we will use is 50M0L9D and contact information in case of interference is Matthew Mendez 305-492-5257

Please explain the purpose of operation:
The purpose of this experiment is to test the performance of a LTE network in the frequency band of 3.55 - 3.60 GHz. My team and I are working under Ismail Guvenc and a National Science Foundation Grant (NSF) NSF CNS-1453678, “Towards Broadband and UAV-Assisted Heterogeneous Networks for Public Safety Communications. The purpose of this project is to research and test a LTE network attached to a unmanned aerial vehicle (octocopter). This goal of this research is to be able to have a reliable high-speed communication platform for emergency personnel and victims of natural disasters to be able to communicate with each other via the provided LTE network. We will be testing an LTE base station created using a USRP (universal software radio peripheral) and open source software. And operating in Frequency Band 42 which is unlicensed in the Miami, FL area.
