Please explain the purpose of operation:
The requested authorization will support the experimental use of broadband radio service for harbor traffic management and maritime safety purposes in a real time environment. If this experiment proves successful, it could be a useful tool to employ in the future for harbormasters and pilot boat operators. The Volvo Ocean Race is an around-the-world adventure undertaken by competitive sailing teams in a spirit of sportsmanship and with the aim of enhancing international cooperation and goodwill. The Fan Pier Yacht Club is a not-for-profit organization in the Boston area that is acting as the North American host of the Ocean Race, and is coordinating public activities during the time that its global participants will be making a stopover in Boston Harbor. Area eleemosynary organizations such as the Boy Scouts of America, Boys & Girls Clubs, and Boston School Children will benefit from the events that are scheduled to occur during the course of this important stopover. One event that is of special interest to Boston area citizens will be a free local racing experience involving the boats participating in the international race. The requested authorization will allow for the free distribution of video images of this local event utilizing up to ten cameras to be situated on the vessels that will beam video images to a collection point. This network will allow for local viewing by Bostonians employing monitors set up in the Boston Harbor area. These images will be further distributed, also at no charge, using video streaming to the world wide web. A similar localized video distribution network was successfully employed during the last legs of the Ocean Race in Rio De Janeiro and the United Kingdom utilizing the same frequencies as those requested herein. The Fan Pier Yacht Club would like to ensure that supporters of the event around the world will be able to witness the U.S. leg in the same manner. Other nations affording stopover accommodations will be providing similar video streaming of the event so that people around the world can witness all local Ocean Race stopover events in diverse indigenous settings. No fees or charges are being made for any of the video images to be generated through this coverage and the applicant for this authority is itself a not-for-profit organization committed to advancing the charitable and goodwill objectives of the Ocean Race. No broadcast coverage of this event is being provided nor will the video feeds be transmitted to any broadcasting outlets. The requested authority is for three days only, with the first day covering a ?dress rehearsal? of the local exhibition, the second to include the date of the event itself and an extra day included should inclement weather delay its start. This application is being submitted on short notice due to fact the applicant is a not-for-profit organization formed to support charitable efforts associated with the Ocean Race and had no knowledge of regulatory requirements relating to the use of the remote camera devices. Immediately upon learning of the licensing and coordination requirement, the applicant undertook spectrum analyzer tests in Boston Harbor on May 4 and 5, 2009 to ensure that the requested frequencies are not in actual use at this time. Tests were run in the range of 2.5 ? 2.76 GHz from the area of Fan Pier and to the area East and then North of the Boston Airport (Broad Sound off Winthrop Heights) where the proposed receivers are to be located for the event. The tests were employed using a Rhodes and Schwartz spectrum analyzer and a stub omni directional antenna. Upon receiving these positive results, the applicant proceeded without delay to submit this application.
