Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
What will be shown is a technology that permits legacy public safety transceivers to fullfill the requirements of operation based on the current APCO 25 waveform, C4FM. In order to do this, several pieces (about 8 total) of certified land mobile base and portable equipment will used that will be transmitting on channels in the low VHF band, high VHF band and the UHF band that are unused in the area and thus there is very little possibility of causing any interference to existing services. Further any base site transmitters will be operated at the minimum power setting possible into dummy loads. Portable units will be operated in their minimum power mode but no more than 5 watts in any event. This arrangement will permit Etherstack to demonstrate their technolgy which has the potential to provide significant saveings to public service agencies.
