Please explain in the area below why an STA is necessary:
Emreso (hereinafter referred to as “Service provider”) seeks consideration and grant of Special Temporary Authority (STA) in order to operate the electromagnetic geophysical scanner that is being developed by the Georazvedochnaya Company (hereinafter referred to as Equipment manufacturer) in order to carrying out a limited market trial with participating customers. The scanner is uniquely capable of measuring material properties (conductivity and dielectric permittivity) of the geological strata in order to determine their composition and identify locations containing natural resources. We believe that the requested STA is in the public interest as it may help commercialize a new technology that is substantially more accurate and less invasive to the environment compared to the traditional geophysical exploration methods. Equipment manufacturer intends to temporary import the scanner prototype to the United States, lease it to the Service provider for the duration of the market trial, supervise operation of the device during the trial, and help evaluate collected geophysical data. Upon completion of the trial, Equipment manufacturer will retrieve the device. At no point during the trial will the equipment be sold or leased to the Participating customers. Equipment manufacturer and Service provider exclusively will be in possession of and operating the equipment during the trial.
