Please explain in the area below why an STA is necessary:
Elster Integrated Solutions, LLC (Elster) seeks extension of a special temporary authority 0275-EX-ST-2008 to allow continued testing of equipment developed under contract with electrical generation company Dominion Power for purposes of monitoring electrical power usage by residential customers with significant discretion in power usage. The tests conducted under this STA will permit any necessary modifications to equipment design to be made prior to seeking equipment certification. This project has been undertaken in partnership with Dominion Power under the auspices of the public utility commission of Virginia. Rollout of the experimentation has faced unforseen delays, and in addition, the utility wishes to continue the pilot over various seasons. Without extension of the STA, Elster and Dominion will be forced to prematurely end the experimentation.
