Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
EchoStar requests that this STA replace its existing experimental STA (File No. 0228-EX-ST-2005; Call Sign WC9XDY) for the balance of the term remaining on that STA. EchoStar is moving to a new facility in Atlanta approximately 10 miles north of its current facility on July 15, 2005. The only changes between 0228-EX-ST-2005 and this application are (1) the location of base station (and consequently the location of the test radius) is changed to reflect the location of the new EchoStar facility and (2) the test radius is increased from 3 to 10 miles. EchoStar is requesting this second change because its new location is at a taller building, which will allow for the testing of system performance over greater distances. The WiMax equipment that is being tested is made by a foreign manufacturer and operates in frequencies that are allocated to WiMax operations in other parts of the world. For the purpose of testing the product, it was not feasible to have the manufacturer change the operating frequencies to U.S. commercial WiMax frequencies. If the test is successful and EchoStar decides to order the equipment, the order will be contingent on the equipment being modified to work in appropriate band for commercial WiMax service in the United States.

Testing wireless system. The purpose of the operation is to test the functionality of the wireless system. EchoStar would install the base system at its Atlanta facility and would install no more than ten remote systems at various locations within ten miles of its Atlanta facility.
