Please explain in the area below why an STA is necessary:
The applicant, DRS Broadcast Technology, Inc. (?DRS?), is located in Dallas, Texas, and is the manufacturer of international broadcast transmitters sold throughout the world. The specific request is to allow DRS to demonstrate Digital Radio Mondiale (?DRM?) technology during an international conference that is to be held in Dallas, Texas, in November. DRM is a worldwide open standard for digital transmissions, approved by the ITU and currently used in Regions 1 and 3. The Digital Radio Mondiale symposium is to be held in Dallas, Texas, on Friday, November 12. DRS Broadcast Technology, Inc., is the host of the conference, and it is anticipated that representatives of international broadcast stations from the United States, Latin America, and Canada, at least, will be attending this symposium for the purpose of understanding the DRM technology. DRS Broadcast Technology, Inc., would like to be able to demonstrate, during the course of the conference, the actual broadcast quality of the signal using this worldwide digital standard. The timeframe specified in the STA request is to allow for the installation and testing of the facility, as well as a series of additional meetings and conferences to be held involving DRM both before and after the scheduled conference. DRS proposes to use a Telefunken DRM exciter and a Kalmus linear amplifier. The Kalmus linear amplifier acts as the exciter for the very high power (500,000 Watt) AM transmitters manufactured by DRS. For purposes of the demonstration, the output of the amplifier will be fed into a modified vertical CB antenna located on the rooftop of DRS?s manufacturing facility in Dallas. The power that was selected was calculated to provide a ground wave signal to the conference. Since the power is well below the 50 kW minimum power of an international broadcast station set forth in 73.751, no interference will be caused to international broadcasters. DRS also plans, while the facility is operating pursuant to the Special Temporary Authority, to make certain signal measurements throughout the Dallas area. The Commission has been studying the adoption of the DRM standard for U.S. international broadcast stations in ET Docket No. 04-139. Whether the Commission finally adopts the ITU standard (IEC Standard 62271-1) will not affect the sales in Regions 1 and 3, where the technology is already approved and in use, so DRS needs to be able to demonstrate its capabilities to the international representatives attending the conference.
