Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This request is a product development trial under 47 C.F.R. Part 5. The 802.16T radio units are prototypes built by Ondas for DPS Electronics exclusive use in this program; they hold no FCC equipment authorization and cannot be operated under any existing service license. The legacy FFSK baseline is established using certified Ritron equipment operating on the requested test frequencies, for which DPS Electronics holds no service authorization. Experimental authority is therefore the only available means of conducting this validation. DPS Electronics is not a railroad operator and will not provide communications service or receive payment for these transmissions. The equipment will remain under DPS Electronics control at all times during the authorized period.

Please explain the purpose of operation:
The primary technical purpose of this operational trial is to compare legacy Fast Frequency Shift Keying (FFSK) performance — message success rate, latency, and effective range under terrain obstruction — directly against the improved 802.16T method of digital narrow-band communication. This comparison is in the public interest: the HOT/EOT link is the safety-critical control channel used to initiate emergency train braking, and a more reliable, higher-integrity link directly reduces the risk of missed or delayed emergency brake commands in active revenue rail service.
