Please explain in the area below why an STA is necessary:
The Office of the Chief Technology Officer (OCTO) of the District of Columbia requests authorization, pursuant to Section 5.61 of the Commissions Rules, to operate an experimental prototype from December 21, 2004 through January 21, 2005. The Commission has already authorized OCTO to operate on an experimental basis throughout the District of Columbia, a broadband wide-area wireless data network to support critical public safety applications (call sign WD2XHO). In this application, OCTO seeks to operate on a temporary basis an additional site necessary to enhance the accrued coverage and capacity capabilities required by the upcoming Presidential Inauguration. This temporary site will enable OCTO to support several local public safety agencies as well as federal agencies needs during this major national event. OCTO is seeking STA because the scope and duration of its proposed operation warrant only temporary authority under Part 5 of the Commissions rules. OCTOs request for STA is supported by good cause. OCTO?s experimental license objective is to demonstrate the benefits that broadband wide-area wireless data network can bring to the public safety community, and this temporary additional site will enable such a demonstration.
