Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The STA is required in support of a demonstration for a Government acquisition, specifically the Army Mobile Instrumentation Training System (AMITS). Cubic will demonstrate two data radio networks composed of radios for which J/F-12 documentation exists that operate within the 224 - 240MHz and 4.410 GHz - 4.810 GHz bands. The demonstrations will be conducted at a customer facility for which Cubic does not currently have a license in the operational bands. A STA is required for the demonstration period to demonstrate the radio networks at the customer facility in the two operational bands. Attached as an exhibit to this application is a letter from the AMITS Project Director requesting that Cubic be provided a STA for the purpose of demonstrating two data radio networks in support of the AMITS acquisition program.

The Cubic radio networks will be demonstrated for the Government acquisition team so that their suitability for use within the Army Mobile Instrumentation Training System (AMITS) program may be evaluated. Per the Army AMITS program management: a Government acquisition team will determine the period of operations. Operation will not exceed 8 hours. Operations will have a strict test plan. The location is Big Oaks Ranch and the area to the north and west per the demonstration plan. The operation will occur sometime between 16 September and 31 October, as determined by the Government. The Government will assign each Bidder (and emitting system) a 2 day period to operate. Due to acquisition policy, two different Bidders (and emitting systems) will not be allowed at the site (Big Oaks Ranch) simultaneously. Big Oaks Ranch Airport in Chuluota, Florida (near Orlando) is leased by the Army for use in the demonstrations required for the AMITS acquisition. During the radio network demonstrations the two radio networks will operate in the 224 - 240MHz and 4.410GHz - 4.810GHz bands. Twelve mobile land data radios will communicate bidirectionally, in a TDMA time slot, with a fixed base station over a proprietary shaped MSK waveform utilizing one of four 25kHz channels in the 224 - 240MHz band. Additionally, a single mobile land data radio will communicate bidirectionally with the same fixed base station using the 802.11a/n standard operating over one of twenty-one channels spaced in 20MHz increments over the 4.410 GHz - 4.810 GHz band.
