Please explain in the area below why an STA is necessary:
We would like to operate a BirdScanMR1 in Texas and New York. Radar system will transmit and reflect radar signals reflected by birds, insects, and bats in the lowest 2000m of the atmosphere to investigate migration activity and behaviors to study scales of movement not possible with existing radars in these areas or in the US. The transmitter is connected to a vertical and fixed horn antenna with the following specifications below. The direction of the radiation is vertical and pointed toward the atmosphere. It does not interfere with operations of any other electronic devices within range.
