Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
Testing an earth stations operational capabilities and reliability at multiple geostationary orbital satellite locations. Renewal is needed to complete the testing of a Ka-band satellite that is being relocated over a course of time. The purpose of the operational authority sought by this experimental STA application is to test Earth station operational capabilities and reliability at multiple geostationary orbital satellite locations. Recent Commission approval of EchoStars operation of its AMC-15 satellite at three orbital locations provides a unique opportunity for this essential Earth station testing. The three locations are 117, 113 and 105 degrees W.L. An Experimental STA was granted on October 29, 2004 to contactMEO Communications, LLC to test Earth station technical and operational capabilities with the Anik F-2 satellite. The urgency underlying this new application is that the AMC-15 satellite will be moved from 117 degrees and then to 113 degrees and finally to its final position at 105 degrees W.L. in the near future, providing a limited window of opportunity for testing. Uplink and downlink reliability and data transport assessment via the Anik 2-F satellite are required as an initial step toward providing service. At this time, no commercial service is contemplated, only this link operational testing.
