Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
To transmit a continuous wave signal for ground to air propagation measurements within the 1755-1780 MHz band in support NSC-05: Prototype Propagation and Clutter Model for AWS-3 Frequencies.

Special Temporary Authority application - Information

Callsign:
WM9XBX
Class of Station:
MO
Nature of Service:
Experimental

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The purpose of the ground to air propagation measurements is to validate an hybrid model that uses the forest, TIREM, and urban models to predict clutter loss in an environment. The validation will use raw clutter data captured from the measurements collected in each Land Use/Land Cover (LULC) classification along with handoffs to different LULCs, resulting in a total of 36 test scenarios. The numerous scenarios will be tested across the following cities; Baltimore, MD, San Francisco, CA, Denver, CO, and Chicago, IL. The ground to ground propagation measurement will consist of a transmitter on the ground and and receiver system that will be mounted in an airplane.
