Please explain in the area below why an STA is necessary:
My company was awarded a contract with the US Navy under the SBIR program (N68335-97-C-0285)to produce a C-Band satellite tele-training system for small ships. We are at the point where on-the-air testing is about to commence and need to secure permission. The station will be used on the Intelsat system as a type Gx station, pending application approval.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The objective of the program is to provide C-Band Global coverage to smaller ships. By employing a 1 Meter antenna and a spread spectrum waveform, 64 kbps data capability can be made available to small Navy ships which currently do not have the room for a traditional (2.4 Meter) C-Band antenna. The benefits to the Navy include ship/shore tele-training and technical support via two way video conferencing. This should yield a significant cost savings over conventional methods.
