Please explain in the area below why an STA is necessary:
The applicant currently has an application pending for an experimental license with the same parameters as proposed herein (File Number 0582-EX-PL-2006), a copy of which is attached hereto. That application has not yet been granted. Due to the importance of the experiments proposed by that application, the applicant wishes to get immediate authorization to begin the experiments during the pendency of that application. The experiments will use spectrum licensed to certain EBS licensees who have consented to the appllicants use of their spectrum, and the necessary consent letters are also attached hereto.
