Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
Reason that STA is necessary An STA is necessary in order to import the experimental devices and begin the experimental program before warm weather sets in and electric utility loads increase. Since there is a lead time for deploying the equipment, an STA is required immediately to begin the installation process.

Special Temporary Authority application - Initial values - Purpose of Operation
Please explain the purpose of operation:
Purpose of Operation The purpose of the operation is to enable electrical power service providers to have better monitoring capabilities of the power grid in order to implement effective load management and respond to changing demand characteristics of the grid. The system will also capture and report transient voltages on the grid. The operation will consist of electrical network monitoring devices that will be used to directly monitor high voltage power systems by sensing various electrical values via high voltage conductor-mounted (CMS) and pole-mounted (PMS) sensors. All sensing devices are designed to communicate via short range, low power, RF communications. The intended range of the local RF network is approximately 300 feet, but minimally requires 50-100 feet for communications between the high voltage conductor mounted sensors and the pole attached collator (PAC). The RF devices will employ frequencies of 433.98 MHz and 916.48 MHz, with transmitter power levels of 6 mW and 37 mW, respectively. Location of proposed operation The operations will be tested with five utilities across the U.S., with five sites tested for each utility.
