Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The City of Chicago would like to do multiple days worth of testing on a new Microwave Helicopter Wireless Surveillance System. This system testing will require the pilots to have Visual Meterorological Conditions (VMC). The flight path is significantly lower than most flight paths and each test will be done in different areas of the city. With the STA the testing can be performed on very short notice and based upon weather condition of that day.

The test would involve a analog video camera, encoder, wireless mesh router, and the troll antenna. The Helicopter would fly around a designated area with a wireless link maintained to the nearest tower using a troll system intelligent GPS based antenna. This wireless test is to clarify the validity of the new radio wireless link for effective video transport from the helicopter to designated viewing centers throughout the city on the ground.
