Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
CGG Services (U.S.), Inc. (“CGG”) hereby requests Special Temporary Authority (“STA”) for a period of 180 days in order to test the feasibility of a buoy array in Mobile Bay, Alabama on the frequency 1430.0625 MHz. In support hereof, the following is shown The test of the buoy array, on the frequency 1430.0625 MHz is designed to replicate conditions that CGG will encounter while on the high seas during its geophysical exploration activities. CGG intends to conduct this test over a one-week period, prior to December 13, 2013 by placing a 1430.00 MHz transmitter on a CGG vessel that is in dry-dock in the BAE Systems Southeastern Shipyard in Mobile, Alabama. To the extent that testing cannot be completed prior to December 13, 2013, CGG is requesting STA for a period of 180 days in order to facilitate testing upon the return of its vessel into the Port of Mobile. This transmitter will transmit a telemetry data signal to the buoy that is being towed by an attendant vessel in Mobile Bay within the confines of a 5 kilometer radius area of operation. During testing, the test buoy will transmit the data results back to the dry-docked ship using unlicensed 2.4 GHz spectrum. Because CGG will be in a testing phase, it is also possible that it may need to operate the 1430.0625 MHz transmitter on the attendant boat, with the unlicensed 2.4 GHz transmitter being placed on the vessel in dry-dock. In this way, CGG will have the flexibility to complete its testing based upon replicated real-world testing conditions. If this system is ultimately deployed, the array will be towed by the research vessel and will be designed to warn other vessels on the high seas (e.g., fishing and other commercial vessels) where CGG has deployed its equipment in order to reduce the potential for interference between CGG’s exploration activities and other commercial activities and thereby reducing the potential for accident or damage to other vessels. CGG respectfully submits that the public interest would be served by a grant of the instant request for STA so that it can complete testing of a system that is designed to enhance geophysical exploration on the high seas and prevent other vessels from inadvertently traversing its buoy array.
