Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
Carnegie Mellon University (“CMU”) requires a Special Temporary Authority (“STA”) to demonstrate and field test the capabilities of CMU’s new our mobile GSM base station designed for emergency use at an emergency management conference held by the California Emergency Services Association (“CESA”) in Santa Rosa. In addition, CMU requires for an STA to operate on our campus at Moffett Field, CA to conduct testing prior to the CESA event. Please note that CMU proposed system has already been approved by STA, see WG9XYV, FCC File No. 0810-EX-ST-2013. This STA will simply allow for the use of that previously STA approved system at this new emergency management conference.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
As previously advised to the Commission, CMU is working with the City of Palo Alto, California to develop a rapidly deployable GSM data and telephony network for use in emergency situations. CMU presented this research at Palo Altos annual Quakeville disaster simulation event on September 21, 2013. CMU has now been requested to present and demonstrate this same previously approved network by the California Emergency Services Association (“CESA”). CESA is holding their emergency preparedness conference in Santa Rosa, California from October 15, 2013 thru October 18, 2013. CMU’s GSM service will be restricted to a select group of CMU researchers and conference attendees carrying CMU customized phones that have been registered on CMU’s network.
