Please explain in the area below why an STA is necessary:
Project Hermes is project at Capitol Technology University. The project was developed by the faculty and is student led. The project plans to fly an iridium go device paired with a smart phone into sub-orbital altitude. The experiment is designed to see if iridium satellite equipment that is typically used for hiking, can be used for payload communications. Since, this this gear will fly above 70km for (1min-2min), I would like to kindly request an STA for a university project.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
The equipment will work on 1616-1625Mhz (typical of Iridium L-band). The payload will be commanded from the ground using a smartphone to see if communication gear designed for hiking can be used for commanding a space bound payload. The user will use smartphones on the ground to send a simple command to the payload (on rocket) to send back telemetry such as system up-time. The command will run through the iridium network. The experiment will only fly for 2-4min. Launch date of the sub-orbital rocket scheduled to be 11th of August 2015, the entire flight will last 15 minutes. With 2minuts of communication at apogee above 70Km. The launch is via the ROCKSAT-X program from Colorado Space Grant Consortium and Wallops Flight Facility (NASA). The main task is to see if this commercial hiking gear can survive the high G-forces of a launch rocket, and to see if high Doppler shifts that are imparted can allow communications. Launch date is determined by Wallops Flight Facility (NASA) and maybe subject to change.
