Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
C4TACTIC developed a data controller named C4Trigger. (the device) US SOCOM invited C4TACTIC to demonstrate the device at Florida next month. Since it is a demonstration, and for this demonstration C4TACTIC bring civilian VHF radios, compatible with US SOCOM SINCGARS radio, we need this STA for 21-23/Oct/2014 at Camp Blanding, Starke, FL, 32091. We bring our own radios as a backup for the customers radios. The demo is limited to these days, and that specific area. In the past, since 3/2013, we are working with US ARMY on the same device without STA. because they understood and admitted that our device is not emitting (and we are not using our radios). US DOD is a licenced user of SINCGARS waveform under all bands AFAIK.

The device is connected between a VHF SINCGARS radio and a handset. The device add GPS information to the audio level. The radio (customers radio) transmit a modified audio with some additional lowrate data in parallel to the audio. The device at the RX side, fetch the data out of the received audio, and recover the original audio (make it clearer) and send it to the handset. the result is: with the device, 2 radios can transmit audio in parallel to GPS information. any radio in the system has the device attached to it.
