Please explain in the area below why an STA is necessary:
ButterflyMX, Inc. requests a Special Temporary Authorization to conduct a limited-scope Product Development Trial of two (2) VHR-200 vehicle RFID reader units at two fixed installation addresses, for a period not to exceed six (6) months. The VHR-200 incorporates a UHF RFID module (FCC ID: [Metratec PLRM FCC ID]) operating under Part 15.247 FHSS rules in the 902–928 MHz band; however, the VHR-200s antenna configuration differs from the module grantees original certified configuration, and the finished product has not yet completed independent equipment authorization testing. This trial is required to collect real-world RF performance data (read range, reliability, and coexistence with other 902–928 MHz devices) necessary to finalize engineering design prior to submitting the VHR-200 for full FCC certification. The short, defined duration and limited scope (two units, two known site addresses) make this program suitable for STA treatment under §5.54(a)(2) rather than a full-term conventional license.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The purpose of this operation is to evaluate the field performance of the VHR-200, a UHF RFID vehicle reader intended for gate/vehicle access control applications. The device interrogates passive UHF RFID tags mounted on vehicles to enable automated identification and access authorization at a fixed installation point. This trial will assess read range, read reliability, and RF coexistence with other 902–928 MHz band users under real-world installation conditions (e.g., mounting height, vehicle speed, ambient RF environment) at two live pilot sites, in order to validate and finalize the product design prior to full FCC equipment certification. No commercial service will be provided and no fees will be charged to trial participants.
