Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Applicant, a provider and producer of wireless video and audio for clients at large-scale televised sporting events throughout the United States, has a need for large numbers of wireless microphones and wireless intercoms. Given the anticipated near-term shortfall in UHF spectrum due to TV-band repacking, the applicant has developed a wireless microphone that operates in the band 6875-7125 MHz, a band allocated to Part 74 broadcast auxiliary services. The purpose of this STA would be to test the devices in the field. Wireless microphone operation is not now permitted in that band pursuant to the Part 74 service rules.
