Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Applicant is a video production company which provides video for broadcast, satellite broadcast and cablecast of sporting and other events. Applicant has certain LTTS, BAS and Private Wireless licenses for this purpose. However, the applicant has been engaged to provide video production services for upcoming National Hot Rod Association (NHRA) automobile race in Sonoma, CA (Infineon Raceway) from July 23 - July 28, 2008. Available channels for voice audio to coordinate video production activities are extremely limited due to use by car racing teams, security, and other operations personnel in the area and at the race course. Applicant requires the use of additional UHF channel for portable, two-way voice communications for this event on a short-term, temporary basis. Proposed is the use of channel 15 (476-482 MHz). Applicant has conducted a search of television stations in the area of the race tracks on the channels requested. See exhibit. Due to the proposed low power operation by applicant, no interference to television viewers is anticipated. Should any interference be reported, applicant will cease use of any portion of the requested bands immediately, unless and until remedied.

Please explain the purpose of operation:
The purpose of the operation is to facilitate video production for airing of the NHRA automobile race at the race tracks during the period of July 23 - July 28, 2008. The low power voice using 25 and 12.5 KHz channel bandwidths inside the raceways will permit the applicant to use radios to coordinate and conduct normal production activities on behalf of the broadcast and cable networks.
