Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Applicant is a video production company which provides video for broadcast, satellite broadcast and cablecast of sporting and other events. Applicant has certain LTTS, BAS and private wireless licenses for this purpose. However, the applicant has been engaged to provide video production services for the upcoming Preakness horse racing event at Pimlico Race Track in Baltimore, Maryland on May 13 through 17, 2008. Available channels for voice audio to coordinate video production activities are extremely limited due to use by other licensees in the Baltimore area. Applicant requires the use of additional UHF channels for portable, two-way voice communications for this event on a short-term, temporary basis. Proposed is the use of 476-482 MHz, Television channel 15. Applicant has conducted an interference study using the Commissions television channel database. The nearest co-channel television station is WFDC-DT in Arlington, Virginia, which is approximately 40 miles to the southeast of the Pimlico race track. The next nearest television station is WLYH-TV in Lancaster, PA, some 45 miles away. Therefore, no interference from this low power operation to television viewers is predicted. Should any interference be complained of, applicant will cease use of the 476-482 MHz band immediately, unless remedited. The Commission has previously granted an identical STA for these events at this location in the past.
