Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Applicant is a video production company which provides video for broadcast, satellite broadcast and cablecast of sporting and other events. Applicant has certain LTTS, BAS and Private Wireless licenses for this purpose. However, the applicant has been engaged to provide video production services for upcoming NASCAR automobile races in Pocono, PA (Pocono Raceway), Brooklyn, MI (Michigan International Speedway), Sonoma, CA (Infineon Raceway) and Loudon, NH (New Hampshire International Speedway) from June 3 through June 30, 2009. Available channels for voice audio to coordinate video production activities are extremely limited due to use by car racing teams, security, and other operations personnel in the area and at the race course. Applicant requires the use of additional UHF channels for portable, two-way voice communications for this event on a short-term, temporary basis. Proposed is the use of channel 16 (482-488 MHz), channel 17 (488-494 MHz) and channel 19 (500-506 MHz. Applicant has conducted a search of television stations in the area of the race tracks on the channels requested. See exhibit. Due to the proposed low power ERP and Output power use by applicant, no interference to television viewers is anticipated. Should any interference be reported, applicant will cease use of any portion of the requested bands immediately, unless and until remedied.

Please explain the purpose of operation:
The purpose of the operation is to facilitate video production for airing of the NASCAR automobile races at the race tracks during the period of June 3 through June 30, 2009. The low power voice using 25 and 12.5 KHz channel bandwidths inside the raceways will permit the applicant to use radios to coordinate and conduct normal production activities on behalf of the broadcast and cable networks.
