Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of a number of VHF and UHF frequencies for the purpose of providing logistics support to a video production of an event in conjunction with the World Ecological Project from the period of December 9 through December 13, 2008 at Kalapana, HI. Broad Comm provides radio frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. The VHF and UHF frequencies are being requested to provide for various logistical needs for a production that will take place over a very large area and involve a significant number of crew members.
