Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of four UHF frequencies in the Industrial/Business Radio Pool. The purpose is to assist the National Football League (NFL) medical staff and team trainers with communication channels to better assess the impact of player injuries. This will allow them to better and in a more timely manner respond to an injured player. There are at least twelve medical staff and trainers per team at each game plus at least five additional specialists all who require portable radios. In addition to dealing with player injury situations, this will also allow medical staff to assist in the event of a mass casualty incident and the venues. This STA is being requested for a period beginning July 15, 2013 and continue until January 15, 2014 and is to include all 31 NFL venues. A permanent license will also be requested; however, the STA is being sought to bridge the time between the start of the NFL pre-season games through such time as needed to obtain the permanent license. Broad Comm provides radio frequency support services to various entities at major events. The FCC has granted Broad Comm and others similar requests for numerous previous events. Due to the number of medical staff that will be involved a large number of transmitter units is being requested.
