Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of the frequencies 2367 and 2384 MHz for the purpose of providing portable video televised network coverage of the Baseball All Star game and associated events. The events will be held in Pittsburgh, PA during the peroid from July 7 through July 11, 2006. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 2.3GHz frequency band. Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (1.0 W) on broadcast auxiliary frequencies is not spectrally efficient considering the possible need for spectrum by local broadcasters to cover the events. Due to the low power (1.0 W) and the low antenna height no interference to other users of the requested spectrum is anticipated. AFTRCC coordination has been requested and will be provided prior to these events.
