Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of the frequencies 1490, 1500, 1510, 2367 and 2384 MHz and 482.5 to 487.5 (Television Channel 16) for the purpose of providing portable video televised network coverage and logistic support for The Ryder Cup Golf event at Louisville, KY from the period of September 14 through September 21, 2008. Broad Comm provides radiofrequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequencies (1.4 & 2.3 GHz) to permit use of portable video camera transmitters that operate in the 1.4 & 2 GHz frequency bands. Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (1.0 W) on broadcast auxiliary frequencies is not spectrally efficient considering the possible need for spectrum by local broadcasters to cover the event. AFTRCC coordination has been requested and received for this event. In addition frequencies in television channel 16 are being requested to provide logistic support at this event.
