Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies in the following ranges for providing coverage and logistic communications at the specific golf events as listed. 489 - 492 MHz (in TV channel 17) - 5/27 - 5/29/2005 - Senior PGA Championship at Ligonier, PA 495 - 499 MHz (in TV channel 18 ) 6/12 - 6/20/2005 - US Open at Pinehurst, NC 483 - 487 MHz (in TV channel 16) 9/19 - 9/25/2005 - Presidents Cup at Gainesville, VA Due to the low power of the equipment to be used (maximum 5 watts ERP) and the distance and intervening terrain between the requested locations and the authorized television stations no interference is anticipated. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events.
