Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for special Temporary Authority (STA) to allow use of 2367 and 2384 MHz for the purpose of filming a movie. This filming will take place at California State University Channel Islands Camarillo, CA between April 13 and July 4, 2007 Broad Comm provides radio-frequency support services to broadcasters, broadcast network entities and other realted media. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 2.3GHz frequency bands. Hardware limitations prevent operation of these cameras in spectrum normaly reserved such operations. Due to the low power of these devices (1 W ERP) no interference to other users of the spectrum is anticipated. AFTRCC has been requested and received.
