Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for special Temporary Authority (STA) to allow use of 1450, 1470, 1490, 1510, 2367 and 2384 MHz for the purpose of providing television coverage of the U.S. Open Cycling Championships and associated event . This event will take place between Williamsburg, VA and Richmond, VA during the period April 4 through April 7, 2007. The video feeds will be used for both television coverage, as well as crowd review, facial recognition for for public safety purposes. Events such as this have been targeted by individuals who have attempted to enter secure safety zones. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 1.4 to 2.3GHz frequency bands. Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (1-watt) on broadcast auxiliary frequencies is not spectrally efficient considering the possible need for spectrum by local broadcasters to cover the event. Coordination from AFTRCC has been requested and received for this event.
