Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of the frequencies: 1470, 1490, 2367 and 2384 MHz as well as television channels 14, 15 and 16 for the purpose of providing portable video televised network coverage, aural coverage and logistic support communications for the golf events listed in the attachment to this application. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. Broad Comm requests authority to use these frequencies to permit use of portable video camera transmitters that operate in the 1.4 and 2.3GHz frequency bands. Hardware limitations prevent operation of these cameras in spectrum reserved for broadcast auxiliary operations. Additionally, operation of these low power transmitters (1.0 W) on broadcast auxiliary frequencies is not spectrally efficient considering the possible need for spectrum by local broadcasters to cover the events. Due to the low power (1.0 W) and the low antenna height no interference to other users of the requested spectrum is anticipated. AFTRCC coordination has been requested and will be provided prior to these events. In addition, a search of the FCC Television database indicates that the requested television frequencies can be used without causing interference to existing television service. It is also noted that the video feeds will be used for both television coverage, as well as crowd review and facial recognition for public safety purposes. Events such as these have been targeted by individuals who have attempted to enter secure safety zones.
