Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to allow use of frequencies in the range form 476.250 to 481.750 MHz (within TV channel 15). These frequencies will be used to provide logistical support and aural coverage for televison network presentation of the Boston Marathon at Boston, MA between 4/11/2007 and 4/16/2007. A search of the FCC televison database shows no TV stations on channel 15 within 150 km of the proposed location. Due to the low power (5 W) and antenna height proposed no interference is anticipated to any authorized television station on channel 15. Likewise due to the low power and antenna height and the fact that the proposed use is only for 5.5 MHz of spectrum centered on channel 15 no adjacent channel interference is anticipated. Broad Comm provides radio-frequency support services to broadcasters and broadcast network entities for coverage of major events. The FCC has granted Broad Comm and others similar requests for several previous events. In that there are significant logistics involved in covering such an event, the network will need the use of frequencies above and beyond those normally avaialble for their day-to-day production activities.
