Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The applicant previously received STAs for the DC, California, and Texas Metropolitan Areas (Call Sign WB9XJZ). This additional STA is necessary to test the effects of various weather and climate conditions on the product. An STA is needed in order for Applicant to make certain determinations about the design of its product as related to customer ease of use and desirability. In order to make such determinations, Applicant must be able to test the operation of the product in the actual residential environment in which it is intended to operate. Because equipment authorization for the equipment has not yet been obtained, an STA is necessary in order for Applicant to begin product testing. Timely commencement of the testing process is necessary in order for Applicant to meet its timetable for bringing its product to market. Accordingly, Applicant requests expeditious processing of this application so that it may commence testing as planned on December 1, 2000.

The applicant intends to beta test the operation of a product which will operate as a combination storage/communications device. The purpose of the test is to determine the operation, durability, ease of use and user desirability of various features of the product in a residential environment. Specifically, Applicant hopes to determine the following: (1) whether its product offers value to the end user; (2) whether its product is designed for maximum ease of use and convenience to the end user; (3) whether its product facilitates and ensures secure delivery of both inbound and outbound packaging traffic; and (4) whether the product is acceptable for use by third party delivery agents, and whether the product is designed for maximum ease of use and convenience of such delivery agents.
