Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The Boeing Company Requires this Special Temporary Authorization (STA) to perform an initial ground compatibility test of a Boeing 737 that has a unique radar system installed. Before this aircraft can be flown with the radar in operation, flight test personnel must first perform tests using appropriate ramp test sets on all navigational systems while the radar is operational on the ground to ensure that required necessary NAVAID and communications systems continue to operate properly in conjunction with the operation of the radar. Boeing has selected Glasgow Industrial Airport, Glasgow, MT for this test because o fthe diminished number of FAA facilities in the area. Operation of the radar and its associated IFF will be licensed under a separate action being worked under a separate OET File action. To ensure ample time is available to plan transportation of equipment and personnel to Glasgow for a March test, it is important that this STA be granted as soon as possible.

Please explain the purpose of operation:
Ground Compatibility Test of a Boeing 737-700 aircraft that has a Multiple Role Electronically Scanned Array (MESA) Radar installed. Before Company Program personnel conduct flight testing of this aircraft with the MESA Radar operating, compatibility testing of the NAVAIDS and Communications Systems during MESA radar operation must be performed to ensure the safety of personnel and the airborne platform. During the actual test cycle, ground operation of the platform systems will be in two to three four hour time blocks each day. The actual duration o fthe complete test is estimated to last a total of 21 days. The MESA radar will be employed at full power during the test to ensure maximum exposure to possible interference on other aircraft systems. If requested frequencies are excluded from this authorization, it will be difficult for Boeing to employ those during platform flight testing. Boeing is prepared to provide further information or adjust their ground operations in Victorville to meet concerns of coordinating agencies as long as comprehensive satisfactory data can be obtrained during the period of the test. Boeing is also willing to participate in discussioins with appropriate coordinating agencies to provide further detail of its operations during this ground test.
