Blair Communications, Inc., a licensed provider of two-way private wireless communications, requires the use of UHF frequencies for use by personnel, including security and event coordination staff, at the Byron Nelson Golf Tournament, a special event occurring once per year at Dallas, Texas from May 9 through May 16, 2004.

Please explain the purpose of operation:
Applicant presently holds a trunked, industrial/business license with the call sign WNSN446, which has a fixed base site in Dallas, TX at 32-46-48.5 North, 96-48-14.0 W. The golf tournament site is only eight miles from the fixed site. The frequencies, emissions, power and other parameters do not exceed the licensed facilities. Up to 300 portables will be deployed around the event site and used by security personnel and event staff for emergency communications and coordination of the event. All operation will be well within the licensed interference contour of the licensed PLMR station WNSN446. An identical STA was issued for this event one year ago.
