Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
There is a risk that final FCC certification of our new 700 MHz signal booster will not be granted in time for its legal use at the APCO Convention, August 22-27, 2005. We have been requested to provide one of our new 700 MHz (Class B) signal boosters to demonstrate and provide Public Safety radio coverage within the Denver Convention Center during the annual Association of Public Safety Communications Officials (APCO) Convention, August 22-27, 2005. Due to the underground location of the main exhibit hall, existing 700 MHz signals do not penetrate. A signal booster is required to re-radiate these signals into the hall and likewise re-radiate subscriber signals into the above-ground system. Denver is the only major city that did not have to wait for the disposition of the DTV transition and is able to utilize the new 700 MHz Public Safety allocations now. That is one of the main reasons the APCO Convention is being held in Denver this year to showcase 700 MHz Public Safety systems.
