Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This STA is necessary to begin test and evaluation of a C2 (Command & Control) datalink between the ground control station and the Bell APT70 UAV in the national airspace, with the intention of performing a demo for NASA at the end of this System & Integration Operationalization (SIO) project in July 2020. Previously, the evaluation of the datalink has been done under FCC File Number 0105-EX-ST-2020 Call Sign WP9XL, using a manned aircraft to ensure that datalink quality and reliability meets operational requirements prior to testing with an unmanned UAS. Testing with an unmanned UAS will be performed under this STA license request for operations up to 1000 ft AGL.
