Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The Commission has designated 3550-3700 MHz as CBRS shared spectrum. The purpose of this STA is to test the operation of shared spectrum in a real environment. This STA will be used as part of the FCC Initial Commercial Deployment (ICD) process for SAS certification. Though this request notes the frequency range of 3550-3700 Mhz, the actual frequency usage will be much lower and will be determined and allocated to the CBSD radio by the SAS, according to FCC Part 96 rules. References: - FCC Public Notice for Initial Commercial Deployment is GN Docket 15-319; DA 18-783, dated July 27, 2018 Federated Wireless ICD - Federated Wireless ICD Proposal for Initial Commercial Deployment in Citizens Band Radio Service.
