Please explain in the area below why an STA is necessary:
STA application is necessary to request access through the FCC to get approval from the FCC and FIRSTNET to use the FIRSTNET Public Safety frequencies to build a network node at the Idaho National Laboratory for LTE Public Safety interoperability communications. FCC STA process was determined by FIRSTNET individuals to be the best avenue for this process. Requesting access to the non-Public Safety portion of Band 14, 758-763 MHz (Downlink) and 788-793 MHz (Uplink). Requires a Radio Service code of SP, but SP is not available in the dropdown list in the ULS. Radio Service code needs to be SP. Idaho National Laboratory has been working with the State of Idaho, Bureau of Homeland Security, and received approval from the Idaho BHS to obtain access to the FCC/FIRSTNET frequencies to develop a network node and help with the testing and development of the Public Safety Nationwide Broadband Network. This STA will also be used for the Department of Homeland Security (DHS) JamX17 testing exercises.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
To develop a network node for testing. This node will be used during the DHS JamX17 exercise for FirstNet Band 14 testing. To continue developing a network node for FIRSTNET vendors, service providers, and users (both US Government and FCC Public Safety First Responders) that enables testing and operation of various types of equipment, network configuration, and parameters, and different user interfaces. Network site will be initially used as a stand-alone test and development site. As FIRSTNET builds out its infrastructure, the site at the INL Wireless Test Bed may be connected as an operational site, but will be used for continual testing in a live environment.
