Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
STA application is necessary to request access through the FCC to get approval from the FCC and FIRSTNET to use the FIRSTNET Public Safety frequencies to build a network node at the Idaho National Laboratory for LTE Public Safety interoperability communications. FCC STA process was determined by FIRSTNET individuals to be the best avenue for this process. Requesting access to 758-768 MHz (Downlink) and 788-798 MHz (Uplink) requires a Radio Service code of SP, but SP is not available in the dropdown list in the ULS. Radio Service code needs to be SP. Idaho National Laboratory has been working with the State of Idaho, Bureau of Homeland Security, and received approval from the Idaho BHS to obtain access to the FCC/FIRSTNET frequencies to develop a network node and help with the testing and development of the Public Safety Nationwide Broadband Network.
