Please explain in the area below why an STA is necessary:
Ball wishes to operate licensed radios as an air-to-ground and ground-to-air datalink to demonstrate an airborne imaging technology. We are using a reliable radio system from an established manufacturer (TrellisWare Technologies) to reduce risk in our development process. This is a two- to three-week event to be completed within the window of 3/15/2017 to 8/15/2017.

Please explain the purpose of operation:
To operate licensed radios. Ball intends to demonstrate airborne imaging technology with datalink to a fixed groundstation using small data transceivers. Ball will command our airborne system over the link and collect imagery and status data on the ground.
