Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
A test and demonstration will be performed using a Sensor Technologies & Systems, Inc. PS-100 Perimeter Surveillance Radar System Sensor (PSRS) that is currently used in military applications. The transmitter is not type accepted and is not licensed to operate outside the military environment. BAE Systems is evaluating solutions to facilitate the enforcement of our trade and immigration laws and other illegal activity. The radar must be active to evaluate its utility in a border surveillance application.
