Please explain in the area below why an STA is necessary:
This STA is required to perform verification testing of low-VHF transmit and receive capabilities for an experimental system under development by BAE SYSTEMS. The system is being developed and demonstrated as part of a contract between BAE SYSTEMS and the Defense Advanced Research Projects Agency.

Please explain the purpose of operation:
Live testing is required to verify proper operation of the experimental system. Two transmitters will be installed with the intent of transmitting 5W or less in the low VHF frequency band. The testing will verify the military utility and operational suitability of the experimental system. The operations will be confined physically to BAE SYSTEMS campus in Hudson, NH. All transmissions will be short in duration and be conducted at the lowest possible power settings (all less than 5W). The local spectrum has been surveyedto ensure that selected channels do not interfere with any existing stations.
